His Highness is the eldest son of His Majesty Sultan Haitham bin Tarik, the Sultan of Oman.

He received his school education in the capital, Muscat, and subsequently completed his Bachelor’s degree and obtained a Master’s degree (in History) from Oxford Brookes University. In July 2022, he graduated from the Royal Military Academy Sandhurst.

His Highness joined the Ministry of Foreign Affairs in 2013 and served as a diplomat at the Sultanate of Oman’s Embassy in the United Kingdom during the period from 2014 to 2019. He subsequently transferred to the General Office of the Ministry of Foreign Affairs, where, through his diplomatic assignments and his participation in official delegations and international forums, he gained extensive experience in the fields of diplomatic work and international relations.

Following the accession of Sultan Haitham bin Tarik to the throne, His Highness was included in the first government formation, issued on 18 August 2020, with his appointment as Minister of Culture, Sports and Youth.

On 12 January 2026, the Council of Ministers was reshuffled, whereupon His Highness assumed the position of Deputy Prime Minister for Economic Affairs.

Minister of Finance

His Excellency Sultan bin Salim Al Habsi has served as Minister of Finance since August 2020. He currently chairs the Board of Directors of the Oman Investment Authority and heads the Financial and Economic Committee of the Council of Ministers.

He brings extensive experience in leading financial and economic transformations, having overseen a number of reforms and initiatives that have contributed to strengthening fiscal sustainability and improving the Sultanate of Oman’s credit rating, in addition to his role in developing the financial sector and reinforcing investor confidence in the Omani economy.

He has previously held numerous leadership positions within the government sector, including Deputy Chairman of the Board of Governors of the Central Bank of Oman, Chairman of the Tax Authority, and Secretary-General of the Supreme Council for Planning, alongside chairing the boards of directors of several state-owned companies during that period.

In 2025, he was honoured with the “Best Arab Minister” title as part of the Arab Government Excellence Award, in recognition of his contributions to financial and economic reform.

President of the Oman Investment Authority (OIA)

His Excellency Abdulsalam Al Murshidi is President of the Oman Investment Authority (OIA), the Sultanate’s sovereign wealth fund, and brings to IFC Oman’s Board extensive expertise in sovereign investment and institutional governance. He serves on the Board of Gulf Investment Corporation in Kuwait, represents Oman as Governor on the Asian Infrastructure Investment Bank Board of Governors, and is a member of the Global Commission on Science Missions for Sustainability under the International Science Council.

With a career spanning the founding of multiple industrial, commercial, and investment enterprises across the region, His Excellency Al Murshidi combines deep regional knowledge with international exposure. His leadership in global financial institutions and track record of building organizations to international standards will be instrumental in positioning IFC Oman as a trusted platform for global capital and a catalyst for long-term investor confidence in the Sultanate of Oman.

HE Ahmed bin Jaafer Al Musalmi

Governor of the Central Bank of Oman

His Excellency Ahmed Al Musalmi is one of the Middle East’s most distinguished financial leaders and a proven architect of institutional transformation across Oman’s financial sector.

As Governor of the Central Bank of Oman – appointed by Royal Decree in January 2025 at Ministerial rank – he steers the Sultanate’s monetary policy and financial stability agenda, chairs the Monetary Policy Committee and the National Committee for AML and CFT, and serves as Deputy Chairman of the Financial Services Authority Board. In November 2025, His Majesty The Sultan conferred upon him Oman’s First Class Civil Order in recognition of his exceptional public service.

His executive career spans over two decades at the helm of two of Oman’s most prominent commercial banks – delivering record financial performance, executing the Sultanate’s largest banking merger, driving regional expansion, and engineering a landmark institutional turnaround that restored market confidence and rebuilt risk culture. A Harvard Business School alumnus, he holds an MBA with Distinction and an International Diploma in Financial Services, complemented by Chartered qualifications in Market Analysis, Portfolio Management, and Wealth Management.

As a Board Member of IFC Oman, His Excellency Al Musalmi brings an exceptional convergence of monetary authority, regulatory leadership, and deep sectoral expertise. His command of financial system architecture, governance standards, and international best practice positions him as a defining force in advancing IFC Oman’s mission to establish the Sultanate as a credible, world-class centre for modern financial services.

His Excellency Mahmood Al Aweini is Secretary-General of the Ministry of Finance of the Sultanate of Oman, and a Member of the Board of Directors of IFC Oman and Chairman of the IFC Oman Authority Board. He brings over two decades of expertise spanning financial sector development, sovereign investment, and institutional leadership. He currently oversees the National Program for Fiscal Sustainability and Financial Sector Development (Estidamah), a flagship initiative aligned with Oman Vision 2040, and has previously contributed to the National Program for Investment and Export Development (Nazdaher).

His Excellency Al Aweini’s career includes senior roles at BP across the Middle East, general management of a regional private equity fund, and a founding role in the establishment of Hutchison Ports Sohar. He began his career at the Muscat Stock Exchange, giving him a grounded understanding of Oman’s financial markets from the ground up. His experience bridging public sector reform with private sector execution, combined with his direct stewardship of Oman’s fiscal sustainability agenda, makes him uniquely placed to advance IFC Oman’s mission as a world-class financial centre and a credible destination for international capital.

His Excellency Mulham Al Jarf is Deputy President for Investment at the Oman Investment Authority (OIA), and a Member of the Board of Directors of IFC Oman and Chairman of the IFC Oman Regulatory Authority Board. He brings over 30 years of experience across energy, telecommunications, and sovereign investment. He oversees the execution of OIA’s investment strategies aimed at delivering sustainable long-term returns and supporting Oman’s economic diversification, and currently serves as Chairman of OQ Company, Chairman of OIA’s Investment Committee, and Board Member of Energy Development Oman.

His Excellency Al Jarf’s career spans senior leadership roles at the Ministry of Oil and Gas, the General Telecommunications Organization (now Omantel), Oman Gas Company, and Oman Oil Company, where he served as Deputy CEO. His deep expertise in deploying sovereign capital across Oman’s most strategically significant sectors, combined with his active stewardship of the country’s long-term investment agenda, positions him as a key voice in establishing IFC Oman as a credible and internationally recognised platform for sustainable investment and economic diversification.
